Procurement, procedures and contracts
NS&I must follow the European Public Contracts Directive (2014/24/EU) and The Public Contracts Regulations 2015 rules which apply to public authorities including, among others, government departments, local authorities and NHS Authorities and Trusts. The rules set out detailed procedures for the award of contracts whose value equals or exceeds specific thresholds. Details of the European Public Contracts Directive (2014/24/EU) thresholds applying to NS&I from 1 January 2016 to 31 December 2017 are specified as £106,047 for supplies and services and £4,104,394 for works. Thresholds are net of VAT.
Within NS&I, we have set a threshold of £90,000 at which we carry out a competitive tender and advertise through the Official Journal of the European Union (OJEU), but only if there is no existing suitable central government framework agreement available. Contract award notices are subsequently published, giving details of the winning tender including overall contract value.
Below the OJEU threshold, NS&I carries out either a formal or informal tender process depending on the overall contract value. In compliance with The Public Contracts Regulations 2015, NS&I publishes details of all new contracts with a total value of £10,000 or more (net of VAT) on the GOV.UK Contracts Finder website.
